Comment by UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein on the Commission against Impunity in Guatemala

GENEVA (29 August 2017) – I am deeply disturbed by the unprecedented decision of the President of Guatemala, Jimmy Morales, to declare the head of the UN-backed International Commission against Impunity in Guatemala, Iván Velásquez, persona non grata and order his immediate expulsion from the country.  

Velásquez and the Commission, known by its Spanish initials as CICIG, together with Attorney General Thelma Aldana, and her office, play a critically important role in the fight against impunity and corruption in Guatemala. 

I note that the Constitutional Court has issued an injunction, provisionally suspending the President’s decision. I call on the Guatemalan Government to allow CICIG to carry out its work unimpeded and to take steps to guarantee the protection of human rights defenders, judicial officials, including the Attorney General and high court judges, as well as CICIG’s staff.

The President and State institutions at all levels must continue to ensure protection of human rights, and full respect for the rule of law.

Comentario del Alto Comisionado de la ONU para los Derechos Humanos, Zeid Ra’ad Al Hussein, sobre la Comisión Internacional contra la Impunidad en Guatemala

GINEBRA (29 de agosto de 2017) –  Estoy profundamente preocupado por la decisión sin precedentes del Presidente de Guatemala, Jimmy Morales, de declarar al jefe de la Comisión Internacional contra la Impunidad en Guatemala, Iván Velásquez, persona non grata y ordenar su inmediata expulsión del país.

Velásquez y la Comisión, conocida como CICIG, junto con la Fiscal General, Thelma Aldana y su oficina, desempeñan un papel fundamental en la lucha contra la impunidad y la corrupción en Guatemala.

Tomo nota de que la Corte Constitucional ha dictado una medida cautelar, suspendiendo provisionalmente la decisión del Presidente. Insto al Gobierno de Guatemala a que permita a la CICIG llevar a cabo su labor sin obstáculos y a tomar medidas para garantizar la protección de los y las defensores y defensoras de derechos humanos, funcionarios y funcionarias judiciales, incluida la Fiscal General, y los jueces y juezas de los tribunales superiores y el personal de la CICIG.

El Presidente y las instituciones del Estado a todos los niveles deben seguir garantizando la protección de los derechos humanos y el pleno respeto del Estado de Derecho.
